The report diagnoses Asia's urban transport problems and outlines a corresponding agenda for Bank lending and technical assistance activities. The work should be placed in the wider perspective of the Bank's 20 year involvement with urban transport projects in developing countries. The Asian continent provides a perfect place to test urban transport policies and strategies. It contains 3 billion people, more than half of the world's population. It is urbanizing at startling rates with much of the urban growth taking place in already large cities. The report explores new areas that the previous Policy Study did not examine. First, cities are seen in explicit environmental terms, where transport problems strongly impact on air and water quality, noise and other aspects of the living ambient. Second, the poverty aspect of urban transport is explicitly discussed in the walking and non-motorized transport modes. The report calls for a sharper focus of the Bank's research and project work on these modes. (Copyright (c) 1994 The International Bank for Reconstruction and Development/The World Bank).
