The statement concerns the potential environmental impacts of proposed legislation S. 2842 and H. R. 11826 concerning the Transportation Regulatory Modernization Act of 1971. The legislation deals with the changing of rail rates and their implementation in order to allow an increase in profit and allow better competition with other transportation systems. The major impact was determined to occur from the removal of unprofitable rail lines. This will affect land use, socioeconomic conditions, as well as a possible increase in highway traffic.
