The report is one of a series of planned reports monitoring the National Airspace System plan as administered by the Federal Aviation Administration (FAA). It examines the plan's funding source--the airport and airway trust fund--specifically to (1) discuss the fund's history, particularly as it relates to the purpose of the fund and aviation excise taxes; (2) identify and measure the current and projected trust fund balances; and (3) examine options available to the Congress for addressing the size of the trust fund balance and its revenue and expenditure levels.
