Air cargo is a key economic lifeline for the communities that have airports. Manufacturers, businesses, hospitals and other community cornerstone employers depend on air cargo to successfully operate. While there is no doubt that air cargo represents significant value to those employers, the ability to quantify the dollar value has been difficult to obtain. The goal of this project was to obtain enough raw data to analyze and develop supported conclusions regarding the economic value of air cargo activities. The Wisconsin Air Cargo Survey was the first step of the overall study and was staged in two phases by the University of Wisconsin Survey Center (UWSC). Phase 1 (preliminary research), yielded beneficial insight, but no quantifiable data related to air cargo activity in neighboring states. During phase 2, UWSC's survey revealed that a large number of Wisconsin airport managers did not have and/or were not able to access some of the primary data that the survey was designed to collect. UWSC provided the raw data from both phases of their research. Analysis by WisDOT indicated that the primary study goal would not be met because the information WisDOT expected to collect was not available. There were many inconsistencies with the data and few substantive responses on a number of questions. Many of the survey answers were best guess estimates and it was apparent that there was a general lack of knowledge regarding many of the questions. Additional data gathering and analysis will be needed to determine the economic benefits of air cargo in Wisconsin.
