The consumer cost was established for the implementation of each of the Three Federal Vehicle Safety Standards. The standards studied are: (1) FMVSS 203 - Impact Protection from Steering Control - Passenger Cars, (2) FMVSS 204 - Steering Control Rearward Displacement - Passenger Cars, and (3) FMVSS 212 - Windshield Mounting. For each standard, a representative sample of makes of models of vehicles or components was establishedd. The components necessary to determine the costs were obtained. Components selected were from the model year of implementation and a baseline year prior to the year of implementation. By an analysis, the consumer cost attributed to the standard was developed.
