The report examined all aspects of the rationale used by the Department of Defense to support retention within the Army of the civil works mission of the Army Corps of Engineers. The report concluded that the advantages to the Defense Department of retention of the civil mission far outweigh the disadvantages. History and the views of the survey respondents support the utility to the defense establishment of a construction organization-in-being, of the training value of civil assignments and of the grass roots contacts of the Corps' civil efforts. Further, the advantages accruing to the nation from the competence and integrity of the Corps militate against any precipitate transfer of civil functions from the Army. (Modified author abstract)
