Acquisition of 508 acres of railroad yard facilities is proposed. Removal of marginal, base-dependent business will be followed by eventual construction of administrative, storage/supply, and waterfront facilities. Unavoidable effects involve an increase in ship traffic at the port facilities and an increase in sewage and trash production resulting from the increased construction.
