President Franklin Roosevelt's address on navy and total defense day was delivered on Oct. 27, 1941. On Sept. 4, 1941, an american ship was fired upon by nazi submarines, causing for to order all naval vessels in the North Atlantic to shoot on sight. If nazi naval forces threatened on oct. 16, 1941 the uss kearny was sailing as a part of a convoy when german u-boat attacked. 11 men on the kearny were killed and damage was done to the ship. Fdr was controlled by events as they happened.
