The study used systems analysis concepts to examine the operations of the traffic law system with the goal of more precisely defining the objectives of the system and to identify alternatives and modifications that will allow the system to manage risk more effectively. The primary focus of the study is on the traffic law system as it operates on man in his role as a vehicle operator. Reference Volume I includes a survey of the literature, a report of two conferences held by the Institute for Research in Public Safety and sponsored by the National Highway Traffic Safety Administration, and an approach to a classification of traffic law systems.
