The Navy Material Transportation Office (NAVMTO) is the Airlift Clearance Authority (ACA) for the Navy and, as such, is responsible for the movement of Navy material by air. This thesis reviews the air freight industry and analyzes the use by the Navy of commercial international air freight forwarders in the shipment of material to overseas and deployed units to see if there could be better utilization. The author used Burlington-Northern International Air Freight, Inc. as a representative of the industry. The author's conclusion is that commercial international air freight forwarders could be better utilized by the Navy.
