This bulletin will focus on one aspect of integrated transportation planning where some progress has been made--that of integration of highway and transit planning. Recent guidelines issued jointly by the urban Mass Transportation Administration and the Federal Highway Administration have established a regulatory basis for the consideration of highway and transit together in developing short-and long-range transportation plans and programs. These guidelines go further than any previous efforts in mandating integrated transportation planning, both institutionally and technically.
