This paper describes a pre-crash scenario framework that facilitates the development and evaluation of crash avoidance systems based on vehicle-to-vehicle (V2V) communications using dedicated short-range communications at 5.9 GHz. This framework is constructed in support of the V2V safety application program as part of the United States Department of Transportation's Intelligent Transportation System program. Safety applications will be designed to increase situational awareness and reduce or eliminate crashes through V2V data transmission that supports driver advisories, driver warnings, and vehicle controls. It is envisioned that each motor vehicle on the roadway will be able to communicate with other vehicles, and that this rich set of data and communications will support a new generation of active safety applications and systems.
