The Navy's planned use of minor military construction funds to finance building modifications needed to support the realinement is inappropriate and not in accord with the spirit and intent of the Military Construction Authorization Act. A single project should be submitted to the appropriate congressional committees for review and approval of all of the construction work for the establishment of the Naval Aviation Logistics Center. GAO estimates the cost of the realinement at about $6.8 million, as compared to the Navy's January 1977 estimate of about $3.3 million. Navy did not attribute cost savings to the realinement.
