A drive test waiver was given to 23,647 out-of-state applicants. Comparison with 15,012 such applicants given the drive test revealed no differences in subsequent six months accidents and convictions. The drive test had only a slight screening effect. Out-of-state applicants had driver records similar to other California drivers. Elimination of the drive test requirement was recommended, and has been implemented. This saved 198,000 drive tests and $381,000 per year.
