This handbook was written for newly selected Tactical Air Command commanders at the squadron and wing levels. It begins by looking at the impacy converting to a new weapon system has on flying safety. Periods without mishaps are studied to search for useful information. Next, it discusses aircrew experience levels, mishap types, training deficiencies, and discipline problems. The handbook examines the relationship between supervisor turnover and mishap potential. This is followed by a listing of past reasons supervisors were found causal in mishaps. The handbook recommends key indicators to remain aware of to keep operator caused mishaps at a minimum level. It closes by suggesting the techniques of five previous commanders as effective leadership tools. These techniques focus on the flight safety business. This handbook is intended to complement HQ TAC Office of Safety briefings to future commanders' conferences and enhance light safety throughout the command. (Author)
