A program of research and development efforts is identified to develop effective and economically viable devices and systems which prevent or deter hijacking and sabotage against the civil air transportation system. Specific areas addressed are the screening of passengers, baggage, and cargo boarding aircraft, as well as security for the protection of the public, the aircraft, and the facilities within the airport complex. The Aviation Security Program is divided into two subprograms which represent complementary approaches to achieving a secure airport/aircraft complex: (1) explosive detection and (2) sabotage prevention. Explosive detection continues to be the major thrust of the program covered in this plan. Estimated funding and proposed scheduling are included.
