Snow and avalanche climate varies widely across the new North Cascade Highway, State Route 20. In order for the Highway Department to plan for maintenance of the highway including prediction and control of the avalanche hazards it was necessary to inventory the hazards and develop a control plan. Application of avalanche defense structures, procedures for clearance and control of operations are critical portions of the maintenance program. Several alternate operational levels with cost/benefit analysis are contained in the findings. (Author)
