Respecting current budget limitations, FRAs FY 2013 request concentrates on the three enhancements critical to achieve our mission. First, this budget recognizes FRAs core responsibility to ensure the safety of U.S. freight and passenger rail systems by expanding FRAs innovative risk reduction program; advocating to prevent distraction from electronic devices (which aligns with the Secretarys distracted driving reduction priority); and supporting the safety certification process for high-speed rail systems. Second, in FY 2013, FRA will continue to pursue the Presidents goal of providing 80 percent of Americans convenient access to high-speed intercity passenger rail service within 25 years. To do so, FRA proposes to provide eligible recipients robust financial assistance for planning, engineering, environmental analysis, right-of-way acquisition, design, and construction activities. Lastly, FRA continues to emphasize support for an energized and mission critical workforce, with a simultaneous focus on identifying and implementing management efficiencies that achieve the Presidents aggressive agenda for reducing administrative costs.
