The estimates of life cycle costs of all space system elements are presented. These include cost estimates for the launch system, payload system, and launch vehicle reliability and payload impact mortality. The total space program cost estimates for six systems were prepared, based on the life cycle estimates. Annual funding levels required for the total space program indicate a peak funding level of $3.61 billion when the space transportation system is used. This compares to a peak value of $4.07 billion when current launch vehicles are used. Total direct costs incurred by user agencies are also presented. Total direct cost savings of approximately $14 billion are possible when the space transportation system is used instead of current expendible launch vehicles. (Author)
