The report contains a cross-section-time series analysis of the incidence and control of motoring accidents in Norway over a period of 6 years. The results support evidence from previous time-series analysis of the system of law enforcement in Norway that both drunken driving and fatal and serious injury accidents are deterred. However, the cost-benefit relationships for various law strategies need further analysis.
