The report contains information on the Navy's program to rotate all Navy Senior Executive Service (SES) members to new assignments at least once every 5 years. It examines the Navy's rotation policies and contains an interview of the Navy's Assistant Secretary for Manpower and Reserve Affairs and other Navy officials responsible for the implementation of the program. It does not evaluate the merits of the rotation program; rather, obtained were members' views of the program by sending a questionnaire to each of the 408 career SES members employed by the Navy as of July 1986.
