This is the final report of a research study assessing the impacts of BART on transportation and travel in the Bay Area. The BART System, its costs, the service it provides relative to bus and automobile, and the nature of its ridership are described. BART's impacts on modal split, bus ridership and service, and highway traffic congestion are analyzed; and implications for planning rail transit elsewhere are drawn.
