This report explains the fire on board the Panamanian cruise ship Universe Explorer in the Lynn Canal near Juneau, Alaska, on July 27, 1996. Five people were killed and 56 people sustained minor to serious injuries as a result of this fire. The estimated vessel damage exceeded $1.5 million. From its investigation of this accident, the Safety Board identified the following safety issues: the adequacy of shipboard communications; the adequacy of fire prevention, detection, and control measures; the adequacy of emergency procedures; and the adequacy of oversight.
