Section 6009(b) of the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) requires that an integrated national surface transportation research and development (R&D) plan be developed that focuses on surface transportation systems needed for urban, suburban, and rural areas in the next decade. In response to ISTEA, the Plan focuses on the surface transportation research underway or planned by six of the Department of Transportation's (DOT) operating administrations and the Office of the Secretary (i.e., Office of the Assistant Secretary for Policy and International Affairs, and Office of Intermodalism). These operating administrations include the Federal Highway Administration (FHWA), the National Highway Traffic Safety Administration (NHTSA), the Federal Transit Administration (FTA), the Federal Railroad Administration (FRA), the Research and Special Programs Administration (RSPA), and the Bureau of Transportation Statistics (BTS).
