The speed management of expressway is related to traffic capacity and traffic safety closely, so setting speed limit value of expressway shouldn’t only consider the design speed, but also the operating speed and other factors should be taking into consideration. The utility model of expressway speed management is established based on TOPSIS model in order to analyze the effect, and the key indexes that affect expressway speed management are analyzed from service level, operating speed, traffic volume, accident risk, driver satisfaction and other dimensions, providing the basis for improve traffic safety and operation efficiency of expressway furtherly. A expressway in Shandong Province, China is taken as an example to analyze the utility of the expressway speed management. The results show that utility of speed management is higher than the speed limit adjusted before, and the effectiveness of the model is demonstrated, finally.
