Smart and low-carbon urban development requires the government to pay attention to the development of electric vehicles. To promote the development of electric vehicles toward digital management, this study analyzes three stages of electric vehicle development: sales, operation, and battery recycling. Based on expert research and the actual situation of electric vehicle development in China, this study identifies the “vehicle and battery separation” sales strategy, which is a management method to increase electric vehicle ownership by reducing the pressure on vehicle owners to purchase vehicles. In addition, the researchers propose an operational model for the interaction between transportation system networks and electric system networks using blockchain and Vehicle-to-grid (V2G) technologies. This model helps to enhance the digital management of future electric vehicles. Finally, the researchers propose four recycling strategies for power battery echelon utilization strategies. They can not only improve the efficiency of electric vehicle batteries but also increase the revenue of grid companies.
