A fish kill was experienced during the spring of 1978 downstream of the partially completed spillway of the Harry S. Truman Dam which is located on the Osage River in Benton County, Mo. The fish kill was attributed to excessive gas supersaturation in the water downstream of the dam. Flow passing the partially completed spillway became aerated and then plunged to the bottom of the stilling basin where high pressure caused by deep tailwater forced the air into solution. A 1:30-scale section model was used to develop a design to prevent gas supersaturation downstream of the spillway for both the partially and fully completed spillway. Immediate relief from the problem was accomplished by removing a 6-ft-deep by 30-ft-long portion of the existing downstream spillway invert. Curves showing tailwater elevations where flow either will or will not plunge into the stilling basin for various discharges and stages of spillway completion were obtained. A flip lip was developed for the lower portion of the completed spillway to divert lower flows out across the tailwater surface. Higher flows with thicker nappes will pass over this lip into the stilling basin for effective energy dissipation.
