To provide a rubber composition having excellent wet grip performance, furthermore excellent also in wear resistance performance, by reducing a difference between fuel consumption under a low temperature environment and the fuel consumption under a normal temperature environment, while maintaining the fuel consumption at room temperature, that is, reducing temperature dependence of the fuel consumption, a tread manufactured with the rubber composition, and a tire provided with the tread, as well as, manufacturing methods thereof.SOLUTION: A rubber composition contains 40 pts.mass or larger of silica and a silane coupling agent having a mercapto group, relative to 100 pts.mass of a rubber composition containing 50 mass% or larger of natural rubber, has tanδ0°C at 0°C of 0.550 or smaller, and a difference of tanδ30°C at 30°C and tanδ60°C at 60°C of 0.070 or smaller, in which a first kneading step in a kneading step for kneading a raw material containing the rubber component, the silica, the silane coupling agent with the mercapto group (a vulcanizing reagent is not contained) contains keep kneading for improving a reaction efficiency of the silica and the silane coupling agent having the mercapto group.SELECTED DRAWING: None
