To provide an inexpensive fuel cell vehicle and a fuel cell system that prevent deterioration of a fuel cell resulting from an impossibility to control a power generation output.SOLUTION: A fuel cell system comprises a fuel cell 20, a power storage device 24, a load 18 consisting of a motor 12 and an inverter 26, a step-up converter 22, and an electronic control device 50. The electronic control device 50 controls a power generation output that is an output of the fuel cell 20 so that an acquired power storage voltage Vbat of the power storage device 24 is not less than a power generation voltage Vfc of the fuel cell 20.SELECTED DRAWING: Figure 1
