To provide a service evaluation device, a service evaluation system including the same, a service evaluation method, and a service evaluation program capable of appropriately and comprehensively evaluating a service behavior of an operator without extracting and analyzing data of an excellent operator.SOLUTION: A service evaluation device 10 includes a communication unit 11 and a control unit 12. The communication unit 11 acquires a determination result obtained by determining whether or not a state of an operator falls into a predetermined operation behavior to be a cause of accident occurrence based on information indicating the state of the operator who operates a vehicle 2. The control unit 12 evaluates an operation behavior of the operator by performing weighting in accordance with a rate of the number of accident occurrence in the past when the determination result acquired by the communication unit 11 shows that the state of the operator falls into the predetermined operation behavior.SELECTED DRAWING: Figure 3
