To provide a vehicle control apparatus allowing for smooth ride of an occupant, a vehicle control method, and a program.SOLUTION: A vehicle control apparatus (100) includes: a recognition unit (130) which recognizes surroundings of a vehicle; driving control units (140, 160) for controlling steering and speed of the vehicle without relying on operation of a driver, on the basis of a recognition result of the recognition unit; and a communication unit which communicates with an external device. On receipt of a pickup request from the communication unit for moving from a parking area to pick up the occupant in a stop area, the driving control unit moves the vehicle from the parking area to the stop area, and modifies a condition for exiting from the stop area, on the basis of the surroundings recognized by the recognition unit in the vicinity of the stop area.SELECTED DRAWING: Figure 2
