PROBLEM TO BE SOLVED: To provide a charger, a charge control method, a power storage device, a power storage facility, an electric power system and an electric vehicle, capable of completing charging of a battery pack in a short time.SOLUTION: The charge voltage includes a charge voltage formation part for generating a charge voltage to a power storage part which includes a battery pack composed of a plurality of series connections of either battery cells or the parallel connection of a plurality of battery cells. The charge voltage is set by the summation of a value, obtained by subtracting a maximum cell voltage from a full charge voltage, and a total voltage of the batteries.
