An interlocking system for existing trackside infrastructure comprises a data processing system 23, conventional interlocking 21 and ETCS interlocking 22 and is switchable (63,Fig.5) between the conventional and ETCS interlocking. The data processing system forms a common interface between the interlockings and can generate a functionally equivalent ETCS interlocking from the conventional interlocking. Alternatively, a computer-implemented method of generating ETCS interlocking data based on conventional railway control signals comprises receiving geographic configuration data 25 (e.g. a railway network map) and extending it by applying ETCS signalling design (e.g. block marker replacements of signals and balise locations) to generate ETCS configuration data 26. Interlocking generator 27 generates ETCS interlocking data by combining the ETCS configuration data with an existing trackside interface definition received from the conventional interlocking and outputs it the ETCS interlocking. The ETCS configuration data may also be passed to a Radio Block Centre (RBC) compiler 28 from which RBC data is compiled and output to ETCS RBC 29.
