The accuracy of speed calculated by a measurement apparatus is improved. The measurement apparatus includes a first speed calculation module, a second speed calculation module, and a determination module. The first speed calculation module calculates a first speed of a railway vehicle, based on satellites radio waves from a satellite in a global navigation satellite system (GNSS). The second speed calculation module calculates a second speed of the railway vehicle from a detection value of a sensor installed in the railway vehicle. The determination module determines which of the first speed and the second speed is employed based on a preset condition.
