A feature extraction unit (1604) extracts a feature of a measured received power value, which is a received power value measured by the train during an interference wave generation period in which the interference wave has been generated. A candidate distance extraction unit (1605) extracts, as extracted candidate distances, candidate distances in which the characteristics of the estimated received power value match the characteristics of the measured received power value from learning data indicating a plurality of candidate distances, which are candidates for the distance between the position of the source of generation of the interference wave and the estimated front-side-surface position, and extracts, as extracted candidate distances, candidate distances in which the characteristics of the estimated received power value match the characteristics of the measured received power value.
