The method comprises the following steps: constructing a full-electric propulsion calculation model based on ship resistance, a motion state, a navigational speed and a cargo capacity; a voyage-power generation two-stage collaborative power scheduling model is constructed based on the full-electric propulsion calculation model, and the voyage-power generation two-stage collaborative power scheduling model comprises a voyage scheduling stage and a power scheduling stage; obtaining an optimal voyage plan of the ship based on the voyage scheduling stage; in the power scheduling stage, a variable time scale control strategy is obtained through uncertainty power fluctuation quantitative index design based on a random model predictive control method; and obtaining a variable time scale power scheduling optimal scheme based on the ship optimal voyage plan and the variable time scale control strategy. The control time domain and the time step length of the next scheduling period are adjusted in real time according to the full-electric propulsion power fluctuation condition, and the flexibility and reliability of ship navigation are further improved.
