The invention discloses a low-absorption high-emission large-dose ionization irradiation resistant thermal control coating and a preparation method, and relates to the field of spacecraft thermal control coatings, and the thermal control coating comprises a bottom coating, a middle coating and a surface coating which are sequentially arranged on the surface of a base material; the bottom coating comprises barium sulfate, cerium oxide and an adhesive; the middle coating layer comprises hollow glass beads, an adhesive and an inorganic dispersant; and the surface coating comprises indium tin oxide and an adhesive. And the scattering capability to different spectral energy of sunlight and the tolerance to vacuum ionization irradiation are greatly improved, so that the design requirements of high precision and long service life of a modern novel spacecraft can be met.
