The buoyancy device used for installing the main pile of the wind power equipment and the fixing device used for providing the downward pulling force for the buoyancy device are arranged, the buoyancy device is connected with the fixing device through the multiple connecting pieces, and the fixing device can provide the downward pulling force for the buoyancy device, so that the fixing device and the buoyancy device are connected through the connecting pieces; according to the offshore wind power foundation, the buoyancy device can be kept stable, and during installation, the fixing device and the buoyancy device can be dragged to a target position through a ship, so that compared with an anchor chain in the prior art, the offshore wind power foundation is more convenient to transport and lower in manufacturing cost.
