The embodiment of the invention provides a non-motor vehicle electronic license plate shielding recognition method, device and system, and the method comprises the steps: obtaining a radio frequency recognition data set and a video recognition data set collected by a target radio frequency and video all-in-one machine at a to-be-detected intersection; in one sampling period, determining the condition that at least two antennas connected with the target radio frequency and video all-in-one machine collect target radio frequency identification and reading data in the radio frequency identification and reading set; determining a lane occupied by a target vehicle corresponding to the target radio frequency identification and reading data according to the condition of the target radio frequency identification and reading data acquired by at least two antennas; if the target vehicle occupies at least one motor vehicle lane, determining target video reading data meeting a preset condition from a video reading data set according to the condition of target radio frequency reading data collected by at least two antennas; and if the license plate information is not read in the target video reading data, determining that the electronic license plate of the target vehicle is completely shielded.
