The horizontal propelling device comprises a retracting and releasing assembly, a propelling assembly and a dropping assembly, and the propelling assembly comprises a first propelling part, a second propelling part, a third propelling part and a fourth propelling part which are positioned in the same plane; the first propelling part and the third propelling part are oppositely arranged and have opposite propelling directions, and the second propelling part and the fourth propelling part are oppositely arranged and have opposite propelling directions. The retracting and releasing assembly is connected with the air-drop machine, an article needing air drop is arranged on the dropping assembly, and after the article is released from the air-drop machine through the deploying and retracting assembly, the dropping assembly drives the article to move by controlling the first propelling part, the second propelling partc, the third propelling part and the fourth propelling part, so that the influence of factors such as air resistance is counteracted; and after the air drop point is reached, the dropping assembly releases the article needing air drop, and then the article needing air drop can be put to the preset air drop point.
