The system comprises a communication module, a control module and a waterproof module, the communication module is a transceiving module; the control module is a processor; the waterproof module comprises a monitoring unit, a lifting unit and a floating unit; the monitoring unit comprises an infrared transmitter and an infrared receiver; the lifting unit is a pneumatic cylinder, and the pneumatic cylinder is controlled by a processor to work according to the change of an infrared signal received by an infrared receiver so as to lift the base station; and the floating unit comprises an annular air bag, a guide pipe and a sealing pipe, after the pneumatic cylinder reaches the limit position, gas enters the sealing pipe through the guide pipe, chemical reaction occurs, the annular air bag is inflated, and the base station floats on the water surface.
