According to the invention, the traffic signal lamp updating unit finely adjusts the duration time of the traffic signal lamps at the congested intersection and the upstream and downstream intersections according to the road congestion condition judged by the real-time road condition information unit,so that the traffic pressure is effectively relieved, and the traffic congestion is relieved.
