The invention relates to a traffic impact evaluation system and method. The system comprises a traffic planning unit, a data acquisition unit, a static planning model establishment unit, a check unit, and a dynamic simulation unit. The traffic planning unit is used for carrying out traffic zone division, road network and management and control setting, and demanded matrix analyses for a construction project. The data acquisition unit is used for collecting data needed by traffic impact evaluation. The static planning model establishment unit is used for establishing a static planning model based on the collected traffic evaluation data. The check unit is used for traffic distribution initialization on the static planning model and determining whether the distribution result and an observed flow are in an error range; and if hot, the static planning model is checked. The dynamic simulation unit is used for carrying out dynamic simulation on the checked static planning model. With the system and method, a way that modeling and check need to be carried out respectively and separately for traditional evaluation indexes is changed and integrated checking is realized, so that the efficiency and precision are improved. In addition, fleet simulation is used for replacing individual vehicles, so that the local microcosmic simulation efficiency is effectively improved.
