The invention provides a double cold storage circulating icing and anti-icing testing apparatus which comprises a testing airflow cooling system, a testing chamber, a pressure balance pipe, a first airflow conveying pipe and a second airflow conveying pipe. The testing airflow cooling system comprises a first cold storage and a second cold storage, an outlet of the first cold storage is communicated with an inlet of the testing chamber through the first airflow conveying pipe, an outlet of the testing chamber is communicated with an inlet of the second cold storage through the second airflow conveying pipe, and an output of the second cold storage is communicated with an inlet of the first cold storage through the pressure balance pipe, so that a double cold storage closed circulating testing channel is formed. According to the double cold storage circulating icing and anti-icing testing apparatus, one cold storage is adopted to serve as the inlet, the stable section volume of the airflow inlet is increased, and the airflow quality of the airflow from the testing chamber is improved; the other cold storage is arranged on the outlet of the testing chamber, a collection device for supercooled water droplets of the airflow through the testing chamber can be effectively arranged in the space of the cold storage, and the continuous running time of the testing system is increased.
