Disclosed is a vehicle control apparatus which comprises an engine 2, an automatic transmission 5, and drive wheels transmitted with the power of the engine 2 through the automatic transmission 5, the automatic transmission 5 including a torque convertor 3 connected with the engine 2, a transmission mechanism 4 connected with the torque convertor 3, the torque convertor 3 having a pump impeller 41 connected with the engine, and a turbine runner 43 connected with the transmission mechanism 4, the vehicle control apparatus for a vehicle 1 further comprising: an input shaft rotational speed sensor 25 that detects the rotational speed Nt of the turbine runner 43, and a control unit 10 to control the engine 2 to have the rotational speed Ne of the engine 2 raised when a determination condition in which the rotational speed Nt of the turbine runner 43 is not raised even within a standard time T1 lapsed after the engine 2 is started is established.
