Abstract This paper relates to a programming problem, namely the elaboration of a ranking of 12 suburban line extension projects on the Paris metro system. A specific multicriteria method, ELECTRE IV, has been designed for this purpose. Based on the concepts of “pseudo-criterion” and “outranking”, it leads to a final partial ranking established without any kind of weighting of the criteria. After a statement of the problem, the paper describes the principles and three stages of the method. A final discussion on the results established its validity in such a case, as well as for various other applications.
