AbstractTo understand the role that human factors play in major aviation accidents, it is important to look at the organization that people work in and the management that they work under. A method for building an effective safety management system for airlines is developed that incorporates organization and management factors. It combines both fuzzy logic and Decision Making Trial and Evaluation Laboratory (DEMATEL). This method can map out the structural relations among diverse factors in a complex system and identify the key factors. Data from the Taiwanese civil aviation industry is used for demonstration purposes.
