Operational study of tunnel-traffic flow at Holland Tunnel that links New York and New Jersey; bottleneck within tunnel is shown to cause shock waves which travel backward in stream and continue to entrance of tunnel; control of traffic input by platooning entering vehicles is shown to eliminate shock waves and allow higher flows.
