Financing problem is approached as follows: highway capital outlay estimates for fifty states are adjusted to make them consistent with population income and traffic estimates; analysis of revenues that existing legislation would provide state and local governments, under economic conditions premised, and from traffic premised; calculations made on probable revenues are given; cost theory and benefit theory; impact on public finance theory.
