Partial cordon survey was made to find out what effect absence of taxis had on flows and speeds of other forms of road transport and how much spare traffic capacity would be available; journey speeds in area showed increases of 44% in both afternoon period and evening peak and 78% in morning off-peak period; running speeds were increased by approximately quarter in afternoon and in evening peak period, and by 44% in morning period, while stopped times decreased by over half in all periods.
